depends how much land youre planning on getting. id probably go to 60bpt (buildings per turn) in express if you just want a generic recommendation. if im planning to become a huge beast 60,000 land country in primary, then i'd go to 100bpt. otherwise:

square root of ('land goal' / 4 * gvt bonus)

the second number is how many are "stored," you can't access them right away but one will come out of storage each time you get a new turn

there's 10,000 indy tech now on the market yeah that's a fair amount but it's all over $3000, i'd rather keep waiting...

Yah well basically the game is simpler than you realize, because almost always the most efficient way to play is to pick ONE thing to focus on. For example, research lab effectiveness is based on how much of your land they cover, so you should go almost ALL labs, or not at all... Having only 400 labs, they won't work efficiently, and you'd be better off making those industrials as well, selling more jets/turrets, and buying indy tech to further specialize in your strength (commie 35% indy production bonus).
