Problem with latency

 Problem with latency

Tried to play over last couple days but I keep getting latency problems and I don't believe it's XP because I set up Tiny and even when I disconnect and reconnect or log on for the first time it gives me latency on all the games even if they appear green. Let's play on West without problems but East and Europe both give me the problem and who the fuck wants to play on West all the time? Any ideas?
