It kinda depends on how far in the game you are, so if you were like towards the end and either him you you are almost dead or whatever then you don't really need to repasi it unless its almost gonna fall. I think you should only need to repair it if its more to the beginning

Repairing
Depends on the amount of resources you have, and how critical the structure is... if someone has your altar down to 1 hp and you've already trained lust, don't bother. End game I usually don't repair farms either unless they're really on fire and are accessible to attack.
However, any critical structures (mound, fort, smith) or anything in my wallin I'll always repair to full unless I've run out of resources.

Repairing
In the very beginning of a game to repair or not repair is more of available resources. By mid game it is more of attention. You probably cannot afford spending much time micromanaging your buildings and walls. I think your time would be far better spent keeping pressure on your enemy, building units and keeping your recon active.
Having said that. Unless you have no concern about sappers you should at least be sure your major buildings are repaired enough to prevent a single sapper from taking it/them out. The same could be said for blizzard but a single cast will take most buildings out anyway. The only thing is if your recon is really good you might catch the mage before he dumps his full load. Then having a build in top shape can make a difference.

Repairing
Unless a critical building is part of my wallin - I won't repair usually. In the begining stages, I'll repair 3/4 of the way, unless I expect them to hit again. Like if I dual 4/5, in a 2v2, and I know I'm going to get doubled, I always keep buildings fully repaired. As others said up there ^^^^, it also depends on every situation, if it's going to slow you down too much, and your wall isn't going to fall with 2 hits.. fuck it..
