Why would there be a difference. And yes, DNS flushing has been done.

Several providers on my side shows differences like: 0.142103 Seconds for oldserver and 3.188855 Seconds on server.

Having networks split apart by a Russian hosted external IP/networks is pointless for anyone other than those with fisher price routers who are 10 ft from the Russian location No magic needed. If I remember right, you supposedly have Mousetopher hosting the website in the US and kept the old server for comparisons (which is completely unfair given the current network setup). So rather than point the DNS right at the new location for shorter hops, you make people still go through Russian networks? What kinda horseshit is that? Its a completely un-necessary hoop to jump through.
So, instead of pointing DNS at the new webserver (which I have been told is now in the US) which would make Client A in the US go from say, New York (lets pretend they are in New York), to say Chicago (maybe Mousie's server is in Chicago, IDK where it is, dont really care as it's irrelevant atm). So the client gets a nice short network round trip. But no, instead you make them go from New York, to the UK, to Europe, to Russia then BACK to Europe, UK, and NY before the webserver even sees the request? Then it makes that trip again in reverse on the reply side, doubling the network latency for every single call. Is that what is going on here? Because if it is, thats utterly retarded and a completely unfair comparison. You should only compare direct connections, not forwarded or proxied connections.
Now, if this "new setup" is in the same physical location, then ok I can see why you might have it split like this. But 2 separate networks? Thats un-necessary hoop and should never be used for speed comparisons as the closest server (old server) should and probably would always respond quicker no matter where the connection comes from. There are certain cases where funneling everything through 1 network is advantageous, but I highly doubt a War2 Webserver is one of them. The only advantage this type of setup would have is that the Russian location can do network filtering (firewall setup). That is the only advantage. There will be NO performance advantage what so ever. None. If anything, it would make the performance worse even compared to the old web server which was a direct connection.
